The Clay County HRA was established on February 4, 1975, by the Clay County Commission. Although established by the Clay County Commission, it is a separate unit of government from Clay County.
The Clay County HRA is governed by a 5- to 7-member Board of Commissioners. Commissioners must reside in Clay County, MN. HRA Commissioners are appointed by the Clay County Commission to 5-year terms. The mission of the Clay County HRA is to strengthen and revitalize communities by providing development opportunities, quality housing, and services. Its values are leadership, knowledge, collaboration, service, and making a difference.
The Clay County HRA currently manages the Moorhead Public Housing Agency which was established by the City of Moorhead in 1967.
